Why is the problem of rape so bad in Africa?

I was just curious to know I read something today about men raping babies and girls hardly old enough to smile in Africa cause they believe that having sex with a virgin will cure aids...why is the african goverment turning a blind eye to this...and why isn't the american govermnet doing anything to stop it...surely if the govermnet has enough money to destabalize a country they have enough money to stop people in africa from raping babies

It is a very unfortunate thing. The problem is that system of government and police force aren't as organized as other modernized countries. It's not like in United States where you spot a wrongdoing like rape and call 9-1-1, expecting someone to arrest the person right away. Many times, some gangs, local terrorists, or whatever you want to call them are as strong, or stronger than the local police itself.

becuase they don't have a stable police force and crime task force. they're idea of a police force is the "police" employed by the drug lords down there that drive around in a cargo truck with 15 guys with ak-47's in it. (no, im not talking about iraq). dear god though. raping babies...holy, sh*t....i say if you get caught raping someone you should get shot on the spot. it's so disgusting. i wish all the rapist would just get put in a rocket and sent into the sun....

rapeing yes sucks and 1 i dont get why these freekin people rape all the other people what they just whant 2 smack around someone just 2 get them into bed is wrong im so glad i havent gone throw that and hopefully never will
