Low Income Housing in the Bay Area for Single person?

Before I ask my questions I want to give info on myself:
-24 and single
-no kids
-Full time student and part time worker (I receive fin. aid)
-make $4500 a year (very low income)
-live with parents and I want to move out
-I want to live alone in preferably San Jose but Milpitas and Santa Clara is okay with me.
-Section 8 waitlist closed in Santa Clara County

I don't know much about housing and I need help understanding some stuff. I would like to rent a house and live alone in it. Is that possible for someone with my background? If so, how do I go about doing that?

If I can't live in a house then I would have to live in an apartment. I hear bad stories about low income apartments being loud and dangerous. Is that a myth or fact? I'm pretty much a square and I don't like to be surrounded by drugs and such. Are there any low income apartments that are nice?

I called the Housing Authority of my county and they just have an automated message saying that the Section 8 is closed and it gave me no option to speak with a live person. I really don't understand Section 8 and I needed them to clue me in. Most websites i go to (HUD and city) mention section 8 but how am I supposed to get it if it is closed. How can I apply for housing without section 8? What types of housing is there besides Sec8?

If you feel that I wont be able to get housing then what are my other options? I hear talk about how the real estate market is bad right now... can that benefit me?

I have more questions but this is getting too long. Please respond if you think you can help with any of my questions. Thanks to anyone who replies and for taking the time to read my questions at least.

The programs fill up fast and get overloaded. Find out when they will accept applications for section 8 otherwise known as Housing Choice Voucher Program. In the mean time what about finding a roommate to share expenses with, put everything in writing in writing so as not to cause any problems later. Check at your school for a roommate I am sure there are plenty looking to share expenses. Best Wishes and Happy Moving!

You will not qualify for any housing programs in CA.

In CA you have to have children and you can not be a student.

All college students are "low income", it does not entitled them to homes on the tax payers wallet.
