Are there any drugs, substances to aid in achiving this?

There are many 'drugs' to speed up you metabolism, but as soon as you stop taking them your body becomes sluggish again. The best way to speed up you metabolism is to eat more often. Eating many small,healthy meals throughout the day keeps your body working. And of course you need to exercise, cardio and weight training. This will make your body change the fat to muscle and you will always have a healthy metabolism. You don't have to go crazy, walking and yard work are great cardio workouts. Add some weight training a couple of days a week and you will see results!

Press weights. The more muscle you gain the higher your metabolism will be.

Most people trying to lose weight seem to have some things in common. One of them is they dont eat breakfast.
