Best drug store foundation?

I have moderate rosacea and its very hard for me to find anything that covers it up. Ive used those green concealer sticks to no avail. The only product ive used that has worked was about $40. I'm 16 and I really cant afford that.
So if you could tell me a really good foundation that I can find at CVS, Rite Aid, Wal Mart..etc. that would be much appreciated.

You might want to try L'oreal Infallible. It's pretty heavy duty in coverage, you might like it.
