Normally people not from your family or who could be a witness for something or have nothing to do with you but can be related with the issue.
But that just ignore that's rubbish!

You need to ask? Bin it.Infact there are places you can report these scams to.Perhaps someone else in Y/A can help with the address.

It's a scam, i keep getting emails asking me to confirm my bank account details for security reasons, dont even open them just delete, its someone trying to empty your bank account xx
