Source for Ron Paul's statement about foreign aid?

Ron Paul made a comment about his policy on foreign aid. That we should not fund Israel OR Israel's enemies, and that America has supported Israel's enemies with 3 times as much funding over the years.
I earnestly need to know where Ron Paul got his information from, if anyone could shed light on his source or what he meant by it. I've not heard such a statement before.

He means that the US continues to fund and arm the world to fight against itself. The top 10 receipients in US aid in order are;
Iraq, Afghanistan, Egypt, Sudan, Ethopia, Jordan, Columbia, "Palestinian Admin. Areas", Uganda, Pakistan.
