How do US citizens become legal guardians of a child from Rwanda?

The child is not an orphan but her mother is dying of aids and cannot care for her any longer. The child's father died in the 1994 genocide. The mother and child are close friends to us. Her mother wants to appoint us as her child's guardians (husband and wife). What is the process and laws of our government? I have searched everywhere and can't find any real answers. If anyone has any information it would be most helpful. Thank you.
