Which colleges offer the best financial aids/study programs within San Diego City?

I'm from the Philippines and I'm considering studying in the States probably during my second or third year. I need information about college scholarships and aids (preferrably for international students). I also need a guide regarding international students wanting to study in the US (like the basic requirements needed, paper work etc).
