Yes, that is the 1996 Doctor Who TV movie featuring Paul McGann as the 8th Doctor.

It was made by the BBC in conjunction with two US TV companies as a pilot for a series. It was a success in the UK, but not in the United States, so the idea of a series was scrapped.

According to Russel. T Davies, it is the 8th Doctor who fought in the last great Time War, and regenerated in to the 9th at it's climax when the other Time Lords were wiped out.

In addition to the movie, the 8th Doctor also features in a series of audio plays by Big Finish, which have been broadcast on the BBC7 radio station.

but it is from the 90's and starred paul mcgann as the eighth doctor.

It was the introduction to a new series but unfortunately the bbc couldn't fund the show so the movie just remained a movie.

it was about the master(guy dressed in a leather jacket at the start)
