If a school principal in India does not furnish information under RTI who has to be appealed to?

I had asked for some information to the pricncipal concerning primary and secondary section of govt aided secondary school in Mumbai, Maharashtra. The primary section is non aided and private whereas the secondary section is aided. I have not received the information within the stipulated time. Who will I have to approach now?
