Russia, foreign aid, hunger, poverty...?

I have to do a paper about Russia and the world hunger crisis. Since starvation isn't one of Russia's major issues, I'm going to do the paper more based on what Russia's opinions are on the causes and solutions to the world hunger crisis. Also a paragraph on Russia's poverty stricken. Can someone help me, give me some tips, because I'm having trouble finding information.

Russian food problems are mainly those:
1) Too much land too little good land. The half of Russia is an ice-field where food can grow poorly. But still people live there and they need food. For example, Siberia (cities of Irkutsk, Krasnoyarsk, Novosibirsk, Yakutsk). The most of vegetables and ALL fruit are imported. There it's hard to grow food even on "dachas" (private country houses), but people from European part of Russia grow fruit and vegetables on dachas and that food helps them a lot. One more problem of Siberia is transportation of food. It's far away from the sea and it takes a long time and money to deliver it there. Many of the poorest people there die of hunger and also of cold (because they have no house and winter frosts are highly dangerous). People eat mainly pasta (noodles), rice and potato (as a substitute for every normal food).
2) Prices. Food is extremely expensive. Many companies maximize prices just because they want it. Though Russian food companies often buy the cheapest food abroad and that food is often expired. and then they sell this low quality food for high prices.

I can say just news info...
Prices on milk,vegets,meat grew up for year on 40%.
Govt will add cards system for poor as in the USA and some other western countres,in Russia 14% are poor class+govt will add social benefits to this group.

Russia has huge unused capacity of land and water resources, which may engage in agricultural production.
