How do you deal with this?

How can you tell someone that they wear bad clothes (and I'm not necessarily referring to quality)? By this I mean they wear their clothes too small which results in unflattering results. I don't like being fake, and to me, not telling this person is being a bad friend. How can I soften the blow? One of my problems is being brutally honest and I don't think that lying to spare a person's feelings is right. Any suggestions?

Oh and a little bit more info on this person, they are very blount with others but sensitive when it comes to criticism.

I know this is not solving the AIDS crisis or acheiving world peace or anything vastly important, but it is important to me as a friend. Any suggestions?

Oh I got the same problem.. I never told my friends about their bad habit that use to hurt other people's feeling, and I told my other friends about their bad habits...... Now they won't even talk to me...
I think you should just tell your friend the truth...
You should talk to her in private, and then begins with something like, "Ehm I need to be honest with you... please promise me you won't get all angry and stuff." After she promised(you should talk to her when she's in good mood) you, you tell her nicely about your opinion, and then add, "I just want you to look more pretty than you are right now."

Just try being sensitive and telling her the truth at the same time. Don't tell her in a rude way. Just tell her how you would want to be told.
