Do you think the evac and aid plans for hurricanes are better now than with Katrina?

This is for a school newspaper article concerning the hurricanes now hitting the US and other countries. Specifically, I want your opinion on whether you think we are honestly better prepared, and the new plans are very effective; or if you think whatever measures used to be in place previously were just as good if they had only been followed correctly. Opinion opinion opinion, and why. I would really like more than one sentence answers as it is very important I gather credible information.

Yes the federal, state, and local authorities all came together and did a great job. Also the residents heeding the warnings.

Yes.I think they did much better this time around.Also the people heeded the warning and left orderly.As far as the evacuations they did well.They also provided for pets and that too was a plus.We haven't heard much about looters this time either because those caught(2) were given mandatory sentence ar Louisiana's state prison as it should be.A curfew was put in place and those who stayed abided by it so all in all moving 2 million people in 3 days was a gigantic effort and all agency's should have our gratitude for their hard work.
