18yr old in high schhol needs health care in ny. Can he apply for medicaid or anything else?

My friend is moving out of home because his parents do not want him there and chances are if he stays there he won't finish his last year of school. He just recently turned 18 and has a family to stay with, on the condition that his parents agree to cover only health care, in the event that his parents refuse to do so (which they don't have to because he's choosing to leave, and from what I know they don't have to if he leaves, only if they kick him out) can he apply to get coverage from the government? The job he had just closed for the season and he is in the process of getting another (and he really will, he's a worker) so whatever job he gets most likely won't cover him. So because he's still in highschool can he get any aid in that department?

If you know where online I can get this info that would be very helpful as well. From what I've been told, many people don't know that a parent must legally provide for their child until they're 21, so if anyone knows a place that I can get that answer that would be most helpful as well.

Thank you : ]

The Healthy NY program will probably be able to help him; I put a link below.

Medicaid and Medicare are for older people, generally retired folks over the age of 65.

His best bet would likely be on esurance.com's health insurance section. You can get minimal health insurance there (likely sufficient for an 18 year old -- catastrophic insurance basically) for minimal cost. High deductibles, but it would still be health insurance.

I think I paid 220 for 5 months of insurance at one point, and had no issues.
