Is Melanotan (not II) legal to buy now?

Being a rosacea sufferer, an outdoorsman and very pale Caucasian, I have quite an interest in Melanotan. I know that the FDA does not allow the selling of Melanotan II, but I can't find any information on Melanotan I. Is it true that Melanotan 1 has a pill form, or is it only by injection?

Also, I am not talking about Melatonin which is used as a sleep aid.

This depends upon what country you're in. In most places the melanotan peptides are legal to own and use but there are some countries where they are not. The FDA case you're likely referring to was related to a company that was selling Melanotan II to people in the United States while making health claims (essentially claims that would classify what they were selling as a drug), the FDA is charged with enforcing drug laws relative to this thing. It is legal for U.S. companies to sell unscheduled substances (like melanotan one and II) to individuals for research purposes (sales for human usages are completely illegal). You should know that melanotan one (also being referred to as "afamelanotide") has had much more extensive research (specifically human research) done on it for both men and women and for tanning purposes. Melanotan II has only had a few human trials done with male volunteers to better understand its potential to treat erectile dysfunction (which demonstrated that indeed it was effective for both organic and psychogenic ED).
At this point neither melanotan one or melanotan II is available in a pill form. The current primary means of dosing is via subcutaneous injections. There is a company in Australia called Clinuvel which has developed and has run and is running human trials for administration of melanotan one via an injectable bioabsorbable implant that have so far proven to be extremely effective in allowing study subjects to tan.
