What would make someone be declined for a student loan?

I got a full pell grant and accepted the offer from my university for $4,500 in subsidized loans. I just finished applying for it and I noticed on the mpn it said something like I'm not guaranteed the loan by filling this out and that my financial aid office will confirm my information and stuff. What would make someone be declined for a student loan? I"ve never had one before and I have no credit (which I'm sure isnt needed for it).

That is just a standard statement that is on all of them. People make mistakes, things get corrected, people try to apply who are not eligible because they are not us citizens, provided incorrect info, are not enrolled or drop out, it's a standard disclaimer statement in those situations.
