The first one is obviously decreases in rates of crime. That's an effect not a cause.

And the second one is vengance, because law by definition is supposed to be impartial, meaning no emotions involved.

Helping criminals become better citizens: this has been true since the 17th century.

Closed circuit TV had aided in the prevention of crimes.

Paying for wrong deeds moved towards ridding the society of criminals.
