Healthcare and Medicaid question?

I am doing a research paper on the American Healthcare system and the fact that people are purposefully not getting jobs and having more children in order to get more aid from the government. I would like to suggest some alternative programs that make people responsible for the money and are evaluated to see if they are even trying to improve their lives. Any suggestions or comments are appreciated.

If fathers aren't taking care of their children, then women shouldn't be having sex with them in the first place.

My comments....Why not have the government stop rewarding people? Why not monitor these people more. MAKE them get jobs! Have them do jobs for the community like cleaning the parks and what not.

The reason why they doing that are because they are fathers not doing their share in taking care of their children so they have to rely on the government to help. But there is one its another form of Medicaid but you have to be working and cooperating with child support. If you don't cooperate with child support , they will cut off all benefits. I believe its called healthy kids but call your local social services for more information
