15 billion in wasted money from dubya and his administration on his global aids campaign i agree it would be well spent money if it were going to some sort of research but being the all "moral" he is his aproach focuses on abstanence now does he really think that he is going to convence a world full of consenting adults to abstain from sex i truly believe he has completely lost all touch with reality on this one

well u missed the point completely my complaint is he is going to spend 15 billion dollars to try and preach his morals and try to get a society to stop having sex im sorry but if u think it is going to happen that is really nieve its just the way the world is monogomy is fine for some abstaining is fine for some but the majority of the ppl in this world become sexually active in their mid to late teens so if his plan of attack is preaching abstanance then i believe the money could be better spent else where

To sum up, he has never had to live in the real world, his daddy bought his way so why would he ever be in touch with reality.

Does RAPE count as "consenting"? I believe a lot of AIDS victims (particularly in Africa) are also rape victims (do to all the civil wars going on). Rape, rob and pillage seems to be a central theme among the warlords there.
