How effective is the distribution of needles and contraceptives to prevent AIDS?

Just because a condom is right beside you doesn't mean you are going to use it. Just because you bought a clean needle doesn't mean someone else doesn't use it... It's all relative. Those who make a concious effort to not get AIDS probably never will, but the thrill of the drug or the passion of the moment makes after thoughts like AIDS irrelevant. Who is thinking about disease before they take that next hit of H.
