There does seem to be confusion about what pork really is, basically it seems to be anything the other party wants.
Take the Woodstock museum. Rampant case of pork to the Republicans, who conveniently overlooked the building of a major musical site by Gerry who has sunk millions into the site and brought in major acts and philharmonics. The museum was designed to complement this and bring more visitors and jobs into an area hard hit when the hotel industry closed. A place to spend a second day, between concerts. They made it sound like a hippie museum.
Now the bridge to nowhere, in Republican Alaska, that went unnoticed until it was found to lead to an island that no one lived on, and no one wanted to go to.
That's pork, but it was Republican pork, so they let it slide until the outcry became too great. Then they got all sanctimonious about it.
Like Palin said 'thanks but no thanks', but only when it turned out the world was watching.

Pork is just about any money that the government spends.

You see, any project goes to cronies, special interests, corrupt contractors and many in Congress try to rig it so that these individuals get the bulk of the loot.

The kickbacks, bribes and returned "favors" are very generous.

Contractors always delay construction, so that they can drive up costs and get more of the taxpayers' money.

After all, it's the government motto:"There's plenty more where that came from!!"

In a bill though, it's any spending that doesn't have to do with the bill. For example the stimulus bill, most of what you listed, I consider pork because they should have their own bill to be passed though congress, not tacked on to an important bill trying to help the economy.

If you plan on citing all these wonderful attributes of the stimulus bill, please cite the sections of the bill that accomplish those things. Pork is defined as unnecessary spending. There's plenty of that in the bill. Many of those programs or objectives you cited are already funded. Additional funding does nothing to improve the job situation or stimulate the economy.

The purpose of the stimulus bill is to stimulate the economy and to get people working again.

The items you have mentioned above, while good in nature do not meet the standard of stimulus. They are all pork ear mark projects that will add to Obama's record deficit spending.

Anything that is only wasting money when we don't have it. Something that will not stimulate the economy. This bill is full of pork that is only in there as the Dems pet projects.

Pork is anything outside the scope of the bill. So in the example you gave above, yes, it is all pork because it is outside the scope of a "stimulus" package. Understand?
