What is this disease or disorder?

I met this girl today who had some sort of disease or disorder, but i have no clue what it could be. I just met her so I don't want to ask her if its a touchy subject. but i would like to have an idea of what it might be. I bulleted most of her symptoms.

-Her brain and speech is fine, she has normal conversations.

-Her head is of a normal size.

-But her body is shrunken it seems.

-She has to walk with the aid of a rolling metal thing. it reminds me a bit of a wheelchair, but without a seat, like it would serve the same purpose

- Her hands are shrunken as well and curled to where she has no control over them. She can't feed herself because she can't hold the food.

- She has control over her limbs, but can't use her hands or feet effectively.

I realize that this is a vague description but i don't know how else to explain it. Any help would be appreciated.

Would it be possible that her mother was a heroin addict when she was born? I heard of a kid like that in my school, but i didn't know who it was.

it could be cerebal paulsy. which is a condition
