How do I try to get a new law passed?

I want to have a law passed that would require all people receiving any kind of monetary aid from the state, be it unemployment, general aid or whatever, to pass a drug test.

That'd save us tons of money. Even better, make them pay for their own drug testing.

BTW, might as well do this for federal aid as well.

Federal government is not allowed to require drug tests of federal or state agencies, it violates the 5th Amendment.

EDIT: Sorry I was talking about federal aid.

But then the question becomes can the state really dictate personal behavior. Because why stop at drug tests, there should be random alcohol screenings. Because I don't want to pay taxes just so people that get aid can drink beer. I know there is obviously a difference between drinking and drugs, but why draw an arbitrary line?

And the laws existing and not being enforced still means the laws exist, write to your local government officials and tell them you have a problem with the law, or that the law should be more adequate. In general that's the best way to go about creating or changing laws.
