Do 16 years old freshman high school stell accept in college?

Do 16 years old high school fresh man Steel accept in college? Cause I just apply in wright college, and then they said that I'm gonna take the placement test. They didn't even ask about my diploma, they said that I should apply to FAFSA to have a financial aid so that I couldn't pay them anything. But I was kind of com fuse and ask my self. Do 16 years old high school freshman cans tell go to college?

it's because in the philippines where i graduated from highschool we only take 6 years of elementary then 4 years of highschool, and then now that we migrated here in the U.S i apply for college and i taught i wouldn't be accepted at first but since i have a diploma, and all that i GOT ACCEPTED! and then i also pass the entrance exam!..so now i'm currently studying in college in the major of medical assitant management....^______^
