In this case, I think he's stating that his style of rapping is brutal. Say you told someone they were fat. That would be cold and this is probably what Lil Wayne means when he says cold. Most rappers insult other rappers. There's probably an insult in there somewhere toward a rapper he's beefing with.

"Flow" is the mental state of operation in which the person is fully immersed in what he or she is doing by a feeling of energized focus, full involvement, and success in the process of the activity.

Apply that definition to music and there you go!
