Rwanda/ Darfur/ Humanitarian Aid?

I have been learning a little bit about what happened in Rwanda and Darfur, and how the international community gets involved in humanitarian aid. I am making a study sheet for my test and I have some questions. Please feel free to answer just a couple of them, but all of them would be really cool! =)
Thank you thank you thank you! Expect a good rating!

(1) Why did the international community decided to intervene in Darfur, and not in Rwanda?

(2) What are the different mechanisms of humanitarian aid. Like international commission of inquiry, sanctions, any others?

(3) What happened during and after the WWII with the international community being involved in humanitarian aid?

(4) What happened during and after the Cold War with the international community being involved in humanitarian aid?

(5) What happened during and after the 1990's with the international community being involved in humanitarian aid?

Thanks again!

the un has a very limited supply of peace keepers.. and i believe the biggest problem is in Darfur.

2.) they put in peace keeper troops (wear blue beret) and they are equipped with weapons but can only use if life depends on it. trade sanctions....cut off their aid to a country. and if that country is not supported by "the" 5 of the security council...they can impose their will on them.

3.)the un was started and based in america so we would give more funding. the un was involved in numerous aid operations involving human rights violations (the un has a declaration of human rights) like in darfur with the violations of the child rights declaration.

4.) same as after WWII just without the whole founding thing.

5.)the un was made a very much more mainstream thing and "DVCs" (distance video conferences) were made more common and are held at the UN building in New York. they are sponsored by Global Education Motivators and for a small fee your school can get involved in their educations conferences. Wayne Jacoby is very instrumental in getting these together, he also started his career as an educator
