Because teenagers tend to act before thinking about the consequences, or tend to get carried away by emotion, so they need it too, that way they know beforehand what might happen if they have unprotected sex or start having lots of partners, and in case they already had sex that way by getting tested they make sure they are not infected and in case they are they will get treatment early on.
