Is there a law on Recovery Treatment Programs still billing you after 8 years? No bills sent, no contact since

I was in a Treatment Center (Crash Inc.) S.D. Calif in 1998. They claim I still owe $633.00 in fees, yet they have not contacted me nor sent any billing statements,and until bill is paid they cannot provide verification to Housing Authority that I was ever there. This is needed for housing assistance asto I am currently homeless. Can you help me so I can get the housing I need? I am a Aids patient and housing is crucial to me ,so I can continue to live healthly and stress free to fight this disease.

I'm not sure of the specifics of CA law, but basically they have 3 years to file suit against you for any unpaid bills. That's in almost every state. Look it up in CA though. They CAN ask you to pay (generally it's a collection service that bought the account, not the actual person you owe the money to) but you are not required to pay and it cannot show up on your credit report for more then 7 years.

Plus you can tell them to stop contacting you and by law they have to or you can turn around and sure them for harassment which is the amount of money they are asking for, the debt will be settled and punitive damages.
