The point you need to remember is that this aid is used to buy American goods, usually arms, and so it keeps the American economy from going into recession. If the money was released to US tax payers it would result in inflation and a balance of payment crisis. You don't honestly think that the old conservatives you elect into office are interested in helping people in Africa, do you? It is good for financing pharmaceutical research. Now, where in Africa are the big pharmaceutical companies?
