I guess the best answer is that Bush should have not declared a state of emergency and let the idiots fend for themselves.

He needs a reason to declare a state of emergency, he can't just do it at will, in a state the governor has to give him permission first. Throughout history in the US, states of emergency are declared.... during states of emergency, and usually for good reason.
