1) Why is the CDC so concerned about pandemic diseases like AIDS and influenza?
2) Why has it been so difficult for scientists to develop a vaccine for AIDS?

1) Because both viruses are very contagious. both are Always mutating into different or stronger strains which make it hard to control.

2) Because it is big business, a lot of Federal money goes into the research and development of vaccines, same as why no one has found a cure for cancer. And also because of the answer to the above.
