Did WHO create the AIDS virus at Fort Detrick(NCI)with the help of Russian scientists to deliberately kill ?

medical technology isn't advanced enough yet (and certainly wasn't even close in the late 70's-early 80's) to create viruses so specific and deadly as the aids virus. if we did, we'd also be able to create viruses that can cure cystic fibrosis and diabetes.
