Thesis Statement?

I was woundering if this is a good thesis statement. The subject of the paper is "Are you for or against needle exchange program". The thesis is "With the recent rise of the aids virus many times contracted through the use of needles, Americans should think about the consequences that arise from the needle exchange programs that encourage drug use, law enforcement problems, and community problems".

Needle borne disease continues to be on the rise, aids/HIV and Hepatitus C are examples of diseases that could be reduced by the implementation of needle exchange programs.
