Why do some scientists say HIV and AIDS are unrelated?

Although the overwhelming majority and common sense says HIV leads to AIDS, some scientists this isn't the case. Why?

HIV is the virus
If you have HIV virus, you are HIV positive

HIV positive does not mean you have AIDS

AIDS is strictly defined by WHO when the patient's meets certain criteria, most important of all is the CD4 cell count which is a good measure of how your body fights infection.

When your CD4 count drops to a certain value and you have specific symptoms, then you have AIDS by definition.

HIV positive people can live very long without developing AIDS if they have access to the best drugs

99% of HIV positive patients will develop AIDS if you dont get treated

from what i've learnt HIV is the virus that causes AIDS.

I always thought that once you have HIV you are on the road to contacting AIDS although the latter is sexual transmitted and the other is usually gained through drug injection sharing with another person.
