Which areas have "no data" on HIV/AIDs? Why?

The why is not in the book.

It is okay if you can't answer the first part of the question; which areas have no data on HIV/AIDs.

But if you could answer the reason as to why they don't have it, that would suffice. Thanks!

Because some areas do not keep accurate records on any sort of health treatment. Generally, that is because of no developed infrastructure, such as in some parts of Africa, or because of the information being withheld for political reasons, e.g. North Korea.
