It is possible whenever there is contact and transfer of fluids. If you had any type of open blemish, cut or sore you can be transmitted the virus. By the way you can definitely get Herpes that way.

There has never been a confirmed case of HIV being transmitted from a receptive oral sex partner to a man. The risk is very small, though non-zero, for such transmission.

There would have to be wounds in the receptive partner's mouth and fluid from the wound would have to be pushed down the man's urethra or into a cut on the penis in order for infection to occur. Furthermore a sufficiently large number of viral particles would have to be present in the fluid, and enough undiluted fluid would have to be impressed onto the urethra to be infectious. This is a series of pretty improbable requirements that, when added together, leave an amazingly small risk. It's pretty safe.

That being said, you can get any number of other STDs in this fashion. Herpes would be the greatest concern.
