What is the importance to health authorities of statistics on infectious diseases such as HIV/AIDS?

This is what we call EPIDEMIOLOGY.

Epidemiology is the study of how diseases affect populations. Epidemiologists collect data and statistics on certain diseases to measure their impact on people. By watching statistical trends, epidemiologists can assess the magnitude of health problems, to see if the outlook is improving, or getting worse. Based on these trends, public health can plan their interventions accordingly. For example, if epidemiologists see an increase in the number of measles cases, they can emphasize programs to increase vaccinations in children.
