If an uninfected man gets blood on his penis by an uninfected woman does he get hiv/aids?

HIV is a virus that is spread though blood contact. If both people are negative and haven't been with anyone who might be HIV positive then the man is fine if he gets blood on him.

Both should be weary if they have been active in "risky behavior" prior to being with each other because it can take 3-6 months before realizing they've been infected and yet still think they are negative.

If the woman was positive then it's a possibility that the man is infected but that's not your question.

No. HIV (virus that can lead to AIDS) is not "created" when 2 people have sex. You can not get HIV from someone who does not have it in the first place. One person must have HIV for the other person to get it from them.

That said, HIV has no symptoms, so you can't tell if someone has HIV just by looking at them. Testing is the only way to find out if you have HIV.

If you are both uninfected there is nothing to worry about. No transmission of the disease has occurred.

I'm no doctor but to my knowledge one of the two has to be infected with the virus for it to spread. You don't get it just by having sex. And why don't you use a condom?
