HIV/AIDS Research Paper?

I'm writing a research paper on HIV/AIDS and my thesis statement is:

Despite the existence of antiretroviral drugs, a global quarantine of all infected people coupled with AIDS education is necessary to eradicate this epidemic.

Do you agree or disagree? please state why. (I need opposing views, but all views are welcome)

global quarantine is a pretty uncompassionate idea. I would say that kind of idea would face some brutal opposition in public society and would not work. It just is not humane.

Global quarantine would be a giant step towards wiping out AIDS, but we would also need to inspect the reserves in every blood bank in the world, and also TEST every single human being on earth. It would be a very, VERY expensive and lengthy process, plus we would need to KEEP everyone in quarantine once they were identified as having an HIV-positive status.
Of course, mass genocide is an option as well. Both would work, but we don't carry them out for obvious reasons: the value of human life and liberty.
