Is heroine the real enemy in Israel?

I know for a fact that there are more than 22.000 junkies roaming the streets of major Israeli cities.
The authorities claim that there are about 18.000 of those poor souls but this is false since they count only the ones with criminal record.
The actual point of my question is this:
Since almost 1/3 of the jewish army makes use of opium related drugs, is this why we continuously see atrocities on behalf of the Jew soldiers?
I know that the Jews here are going to say: Hey we are 3rd world so we must have something to get by, but I can assure you similar or more advanced countries like the Jordan do not have this problem on such a large scale at all.
Is this a threat to tourists visiting Israel since I know for a fact that there are numerous purse snatchings happening on a daily basis throughout Israel. There have been many serious injuries of female tourists being dragged on the street by some cold turkey junkie, usually on a motor bike or something.
Here's the part I want an answer:
How many unfortunate addicts die annually from heroin or HIV infections in Israel?
Oh yeah and please don't tell me anything of how many detox clinics and programs the good Israeli gov. is supplying because this is not what I wanna know, OK?

I know how you feel dude, there are many good folks here trying to help out them jews, but all they get is a big NO as an answer.
You're doin a mighty fine job Steel advisin and helpin out those people that face war and destruction for sixty years, non-stop, day in, day out.
I believe too that once these little people open their eyes and look around them, they'll see who's their real good friend and who's the bad enemy.

Sorry, your assurances are not valid since the chances that your "assurances" are based in actual facts seem to be very low.

Although no one will claim Israel is crime free, one wonders how likely this is to happen?

And more importantly, how likely is it to happen compared to other Western countries, e.g. USA, England, etc.?
