Its known because everyone needs to know. Those within and outside the African American community should know. The reason that there is a higher rate is that the African American community is not as bonded as it should be in most areas. Everyone knows what condoms are for by time they are twelve. So its not that African Americans arent educated about condoms. In fact, most lower class communities have educators that come in during sex ed and teach about each STD in middle school. There isn't a large since of family togetherness and the importance of family and loving your self. There are people who wont get tested and will continue to have unprotected sex as if they are invincible. The women want to make men who dont want to settle down be their husbands, that relationship ends and the same thing happens all over again with some one else. There are gay thugs that sleep with men and women. There are men who say from the start that they wont use condoms and dumb females who will agree to sex. One thing I want to make clear is that HIV isnt just a black disease as many assume.

'Why is known' is because tests show more African-americans are infected than white after adjusting for total numbers by race. If your asking 'why do they have more infections as compared to other races' - that is open to debates on behavior.

There are a lot of people in inner cities that are African American. Many of these people are not properly educated about the proper use of condoms and needles. The higher drug rate and higher reported unprotected sex rate kind of makes it easier for the virus to float around the African American community.
