What could be the right diagnosis ?

21 years old male patient , with no history of any infection (acute or chronic) for the last 5 months ...

the CBC shows :
Hb = 13.2 g% **
RCC= 4.84 M/mm
PCV= 40.8%
MCV= 84 fl
MCH= 28 pg
MCHC= 33 gm&
platelet count = 277 k/mm
WBCc = 19.1 k/mm **
The Differential White cell count :
N = 16% **
L = 81% ** (absolute: 15700 c/mm)
M = 2%
E = 1%
B = 0%
comment : there is no apparent infection , with mild leucocytosis , physical examination is within the limits .

Urine Analysis is normal (No RBCs , Pus , WBC , casts , Protein , Glu) except :
pH = 7.0
has a very high level of phosphate

PCR is Negative for both HBV and HIV

i just can't understand , if everything is normal (as diagnosed by GP)... Why the WBCs are double the normal count ? ... and why Lymphocytes are 81% which is also around the double normal level ... the Neutrophils and monocytes are below the normal levels ?!!

and is there any references (high priority) please ,

no drugs/medicines except
Paracetamol + Tri-B vitamins

There has to be a current or recent infection for the high WBC count
