How to start a cultural revolution?

So, in the Canela tribe of Brazil a woman is expected to sleep with any man who asks her on one magical and glorious day, even if she previously refused his advances. How could we go about creating this magnificent cultural phenomenon? would it take a revolution?

p.s. We live in a society that can afford protection, including tests against HIV, etc, so it could be managed properly, I think, to avoid increasing STD infection, as happens in legalized prostitution all over the world.

You have to find an idea that has mass appeal. Since women will not appreciate this idea, you've already excluded half the population. My idea is that any group of people who want to call themselves a family, should be allowed to do so.
