Mozambique reported 826 cases of AIDS to the World Health Organization at the end of 1994. The number of AIDS deaths in Mozambique amounted to 37,000 prior to 1996. By 1996, over 146,000 children were orphaned. It is expected that AIDS-related orphans will number over 400,000 by the year 2000. These children share a high risk of becoming street children or child laborers. Life expectancy is low at 46.4 years and unlikely to increase due to the increased AIDS mortality. The National AIDS Control Program director is worried that the spread of HIV infections will reach the same levels as registered in neighboring countries. Malaria, diarrheal diseases, and respiratory infections account for about 18 million deaths, but deaths from AIDS have a greater economic impact. Most AIDS casualties occur in the working-age population. Deaths among youth, who receive investments in training and education, result in lost productivity. There is a need for a multisectoral approach and one that includes the entire population. The country still is recovering from the effects of the civil war, and there are insufficient resources to accommodate lost investments. HIV/AIDS also impacts the health care system and creates greater demand for beds and supplies. In neighboring countries, over 60% of hospital beds are occupied by AIDS patients. Nongovernmental groups are trying to create awareness in schools, workplaces, and neighborhoods among young people about HIV transmission and avoidance of irresponsible sexual activity.
