By law, HIV test results can't be released to anyone other than the person who was tested, unless that person gives written consent. It is VERY important for a person who has been diagnosed HIV+ to tell his/her sexual partners, so that they can be tested and treated if necessary (the test site or local department of health will help you do this), and positive HIV test results must be reported to the state Dept. of Health, but the HIV status is not completely "public" unless the person chooses to discuss it.
