In practice it is often possible to ignore such irrational and discriminatory restrictions if you are discreet (i.e. write "no" rather than "yes" or "none of your business" on the HIV question on the visa application). The most common difficulty is if you are taking antiretroviral medication, which could cause problems at customs.
