No. If they want someone to know, they can tell them. Otherwise, if the patient doesn't want anyone to know, no one should know.

My answer - NO. And even if it is public, it's illegal in many places to discriminate against someone based on their HIV status.

I think that would be a complete invasion of privacy. A person who is HIV positive should take the responsibility of learning all the precautions necessary to protect those round said person, but in no way should that information become public unless that person decides so.

In some way maybe yes and no also.
see if the person has hiv he may get special treatment and care if the public is aware of his or her disease.
On the other hand it may dessert the person because there are many short minded people who will not approach infected people
