What movie is this?

I cant seem to remember the rest of the story or the name of this movie and its driving me crazy. Can someone please help me?

One of the early scenes of the movie is about a (white) female FBI Agent (or it could be a police officer) who is hoping to catch some lady criminal (who's black) . She goes with her team to nab her. She also alerts her team to stay physically away from her as she is HIV positive and will bite you if cornered. When they are hiding on a crowded street waiting for her, she notices that the lady (criminal) has a baby in her hand and decides to call it off. However one of the lady's bad guys sees one of the agents with a gun and starts shooting. Then everybody starts shooting and in the end the lady criminal dies with the baby in her arms. The FBI officer rushes towards her and takes the baby.
She later talks to someone about how bad her day was as a mother with a baby died in her arms.

It's Hannibal - the sequel to Silence of the Lambs. Stars Julianne Moore as the FBI agent Clarice Starling. I'd normally point you toward the imdb for the full details but it seems to be down at the moment.
