If a person has TB does that mean he is HIV too,and what is HIV positive?

No TB is tuberculosis which is totally different from HIV.
Tuberculosis (commonly shortened to TB) is an infection caused by the bacterium Mycobacterium tuberculosis, which most commonly affects the lungs (pulmonary TB) but can also affect the central nervous system (meningitis), lymphatic system, circulatory system (Miliary tuberculosis), genitourinary system, bones and joints. Tuberculosis is one of the most deadly and common major infectious diseases today.

tb is teburculousis. I don't think it has to do directly with AIDS or HIV

Tb is a completely different infection and TB can go away easily in a person who does not have HIV provided the person has a strong immune system.
