Should try doing your own homework but here's a quick rundown:
Economic: third world countries have difficulty affording prevention treatment suich as contraception or the cocktail treatment drugs. Poor people infirst world countries not on free healthcare face the same.
Social: Catholic faith denouncing contraception despite it being the most effective method of prevention (the teaching of abstinence does not have the same effect, whilst despite being more effective it is not followed as much, and can help breed ignorance about prevention) Also the idea that it is a "gay" plague or only homosexuals or drug users are at risk means an escalation in heterosexual women and men carriers as well as the stigma for getting tested and treated.

Biological: no known cure and one will still be some time away because of the complexity of the virus and it's resistance/corruption of the immune system, the biological basis for fighting viruses. When one is available administering it will be more of an economic/social problem. Biological problems are the smallest in theory because the ways of infection are known so should be avoidable without other factors and the virus cannot survive for long outside of a living body.
